Ukraine specifics

Do you bring your own photo for a Ukrainian passport?

Normally no. When you apply for a паспорт громадянина України для виїзду за кордон (the biometric закордонний паспорт) or the ID-картка, the clerk at the ДМС office, a ЦНАП or a Паспортний сервіс centre photographs you on the spot and stores the відцифрований образ обличчя in the demographic register, alongside your fingerprints if you are 12 or older. The document list has no photo on it. A фотокартка is submitted in two cases only: a child under 12, or an applicant who cannot come in because of a long illness that needs urgent treatment abroad. In those cases one colour 10 by 15 cm print is scanned into the register, and it must follow MIA Order 875. A self-supplied print is still standard for a Ukrainian visa, where the Cabinet rules ask for one colour photo of 35 by 45 mm. This tool is therefore of little use for the passport itself, but it is the right size for the visa photo, and its head guides help you hit the 70 to 80 percent head proportion that Order 875 applies to the exception photo.

Where to print a passport or visa photo in Ukraine

For the passport you print nothing; the capture is part of the service. The ДМС lists the foreign passport fee at UAH 1,147 for the 20 working day service and UAH 1,787 for the 7 working day service (2026), with no separate charge for the photo, and a first ID card at 14 is free.

Procedure and fees are on the ДМС page for issuing the passport for travel abroad and the matching Diia guide; the photo rules are MIA Order 875, summarised in the ДМС notice of 22 November 2019. The 35 by 45 mm visa photo comes from Cabinet Resolution 118 on visa rules. The e-Visa portal's upload specifications could not be checked on this date and are not stated here.
