Ukraine specifics
Do you bring your own photo for a Ukrainian passport?
Normally no. When you apply for a паспорт громадянина України для виїзду за кордон (the biometric закордонний паспорт) or the ID-картка, the clerk at the ДМС office, a ЦНАП or a Паспортний сервіс centre photographs you on the spot and stores the відцифрований образ обличчя in the demographic register, alongside your fingerprints if you are 12 or older. The document list has no photo on it. A фотокартка is submitted in two cases only: a child under 12, or an applicant who cannot come in because of a long illness that needs urgent treatment abroad. In those cases one colour 10 by 15 cm print is scanned into the register, and it must follow MIA Order 875. A self-supplied print is still standard for a Ukrainian visa, where the Cabinet rules ask for one colour photo of 35 by 45 mm. This tool is therefore of little use for the passport itself, but it is the right size for the visa photo, and its head guides help you hit the 70 to 80 percent head proportion that Order 875 applies to the exception photo.
Where to print a passport or visa photo in Ukraine
For the passport you print nothing; the capture is part of the service. The ДМС lists the foreign passport fee at UAH 1,147 for the 20 working day service and UAH 1,787 for the 7 working day service (2026), with no separate charge for the photo, and a first ID card at 14 is free.
- ДМС territorial office, ЦНАП or Паспортний сервіс: the clerk takes the picture during the application. Bring nothing but your documents.
- Photo studio for the 10 by 15 cm exception photo: colour, on a uniform light background, taken within the last 6 months. Prices are not published by any authority.
- Photo studio or a home print for the 35 by 45 mm visa photo. Print at 300 dpi or better on photo paper; prices are not published.
Why Ukraine rejects photos
- The background is patterned, dark, or too close to your skin tone; it must be uniform and light, white or light grey.
- The head is too small or too large: 70 to 80 percent of the frame, shoulders 20 to 30 percent.
- You are not facing the camera squarely, or one side of the face is hidden.
- Mouth open, eyes closed, or any expression other than neutral.
- Glasses you do not wear daily, scratched or tinted lenses, sunglasses or photochromic lenses.
- A hat or scarf without a religious or documented medical reason, or one that covers the ears.
- The print is older than 6 months, black and white, or the wrong size for its purpose.

Procedure and fees are on the ДМС page for issuing the passport for travel abroad and the matching Diia guide; the photo rules are MIA Order 875, summarised in the ДМС notice of 22 November 2019. The 35 by 45 mm visa photo comes from Cabinet Resolution 118 on visa rules. The e-Visa portal's upload specifications could not be checked on this date and are not stated here.

How to make it in 3 steps
- Take or choose a photo. Stand in front of a plain light wall in even light with no shadows, camera at eye level about 2 m away, head and shoulders in frame with space around your head.
- Crop with the head guides. The maker opens preset to the 35 x 45 mm standard with the official 32–36 mm head range marked. Drag and zoom until the crown of your head and your chin sit on the guides, then run the built-in photo check.
- Download. Save the single photo (for online uploads) or the 4 x 6 in print sheet, and print it at any photo shop, pharmacy photo kiosk or at home for the price of a regular photo print.
Frequently asked questions
What size is a Ukrainian Passport & Visa Photo?
35 x 45 mm — 413 x 531 px at 300 DPI. The head must measure 32–36 mm from chin to the top of the head.
What background color does a Ukrainian Passport & Visa Photo need?
Plain light background — published for the Ukrainian visa photo. For the passport itself, the clerk photographs you on site instead.
Can I take a Ukrainian Passport & Visa Photo at home with my phone?
For a Ukrainian visa, yes: stand in front of a plain light wall in even daylight, have someone take a sharp, front-facing photo from about 2 m away, then crop it to the exact 35 x 45 mm size with the free maker. For the passport itself, no: the ДМС clerk photographs you on site when you apply, and a home photo is only used in two exceptions, a child under 12 or someone who cannot attend for medical reasons, where the required print is 10 x 15 cm, not 35 x 45 mm.
Is this Ukrainian Passport & Visa Photo maker really free and private?
Yes — completely free, with no ads, no watermark and no signup. Unlike photo-booth apps and paid services, your photo is processed entirely in your browser and is never uploaded to any server.
Where can I print my Ukrainian Passport & Visa Photo?
Download the 4 x 6 in (10 x 15 cm) sheet and print it as an ordinary borderless 4 x 6 in (10 x 15 cm) photo at actual size (100%, no scaling) at a photo shop, a pharmacy photo kiosk, an online print service or on a home printer, then cut along the guide lines. You pay only for an ordinary photo print, not a photo-booth service fee.
