Do you bring your own photo for a Vietnamese passport?

It depends on how you apply for your hộ chiếu phổ thông. If you apply online on the Ministry of Public Security portal, including through the VNeID app, you upload an ảnh chân dung 4x6 yourself and the portal checks it on the spot. If you go to a Phòng Quản lý xuất nhập cảnh in person, the officer who receives your file photographs you and takes your fingerprints there, so the picture in your passport is the one taken at the counter. The official dossier list still names a 4 x 6 cm photo taken within the last 6 months, so bringing a print does no harm, but your own photo matters most online. The photo rules are published by the Ministry of Public Security on its service portal in Hướng dẫn quy chuẩn ảnh 4x6 của thủ tục Cấp hộ chiếu phổ thông (1 January 2022). The wording on the TK01 form comes from Thông tư 31/2023/TT-BCA, in force since 15 August 2023, and the in-person intake steps (photo and fingerprints) are from the Government's procedure listing of 14 July 2026. The Ministry does not publish a pixel size or file-size cap on these pages; the portal's automatic check is the arbiter.
