A 600 x 600 px photo is 50.8 x 50.8 mm
600 x 600 px at 300 DPI is 50.8 x 50.8 mm (2 x 2 in), a square photo. U.S. online passport renewal and the DS-160 visa form both state a 600 x 600 pixel minimum. It is the 2 x 2 inch requirement expressed at 300 DPI.
Cropping to 600 x 600 px by eye is not enough on its own, because the pixel count says nothing about where your head sits inside the frame — and the head height is what most refusals turn on.
